Blue Economy Roadmap Launched at the Asean Blue Economy Forum

The blue economy is a huge potential for ASEAN. Because, more than 66% of the total area of Southeast Asia is waters and seas. Its area consists of 8.9 million square kilometers, or about 2.5% of the world’s total oceans.
Besides that, transboundary rivers such as the Mekong River also provide a way to develop a blue economy in ASEAN. It is not surprising that Southeast Asian waters contribute to 15% of global fisheries and employ around 625 million people in related sectors.
The blue economy can provide food, jobs and water to hundreds of millions of the world’s most vulnerable communities and generates USD 3 to 6 trillion and around 260 million jobs to the world economy per year.
With regards to the blue economy, the OECD has predicted that the value-added output of the global ocean economy will double in twenty years, from USD 1.5 trillion in 2010 to USD 3.0 trillion in 2030.
In 2018, the East Asia Marine Environmental Management Partnership (PEMSEA) estimates that the marine economy in the East Asian marine area will generate an added value of US$ 1.4 trillion.
ASEAN has stepped forward and developed the ASEAN Blue Economy Framework under the high-level task force on ASEAN Economic Integration (HLTF-EI). This framework is designed to work in parallel with the ASEAN Community Vision 2025, the ASEAN strategy for carbon neutrality, the ASEAN regional action plan to combat marine debris, and other ASEAN initiatives.
ASEAN will be at the forefront of discussions on the blue economy and will support the implementation of the ASEAN Outlook on the interim Indo-Pacific, parallel to the 2030 Agenda for Sustainable Development.
On 13 June 2023 at the Asean Blue Economy Forum, Indonesia launched a blue economy roadmap for Indonesia as an effort to develop a blue economy. For Indonesia, the first step in advancing the blue economy is taken in 2021 when the Ministry of National Development Planning/Bappenas launches a blue economy development framework in collaboration with the OECD.
This framework provides policy and program guidance for achieving Indonesia’s 2045 vision and contributes to the global ambition of transitioning to a sustainable blue economy. Furthermore, Indonesia is developing a blue economy roadmap, providing more operational guidelines to promote a blue economy that is competitive, innovative, sustainable and inclusive.
The blue economy is believed to be a new source of growth for Indonesia to achieve the Indonesia 2045 vision.
Besides that, a blue economy that is based on science can also create socio-economic prosperity, ensure a healthy marine environment, and strengthen resilience for the benefit of present and future generations, supported by all stakeholders.
